Quah Ley Hoon

Dr. Joey Tan oversees strategic collaborations and growth initiatives with key customers, regulators, and government agencies working with Microsoft in Singapore. As part of this role, he is responsible for driving business and digital transformation.

Joey is a corporate leader and tech entrepreneur. He serves as a visiting professor at Luxembourg School of Business teaching Digital Innovation and is passionate about assisting entrepreneurs in the Asia region to scale with cutting-edge technology. With over 25 years of experience in the InfoComm industry, including more than 10 years in business engineering and transformation, Joey has deep expertise in business disruption and technology innovation.

In addition to his previous experience at Microsoft as a Cloud and Enterprise Sales Leader and Account Technology Strategist, Joey has also held leadership roles at AWS, Alibaba Group and Oracle.

Joey is an Accredited Board Director from the Singapore Institute of Directors, currently serving on several corporate and government advisory boards in Singapore.

Mr Sam Liew is Chief Executive, Gov+, NCS, leading a dedicated group of practices to build NCS’ digital government portfolio, in Singapore and across Asia Pacific. Mr Liew is also concurrently the Deputy CEO, NCS, leading intelligentisation efforts across NCS globally and spearheading initiatives to advance capabilities by leveraging data, AI, and emerging technologies.

Prior to NCS, Mr Liew was the Managing Director of GIC. He was the Director of the Technology Group and headed GIC’s Business Partner and Solutions Division. Mr Liew started his career in Accenture. As Managing Director of Accenture ASEAN Technology, Mr Liew successfully delivered major technology and data projects across Singapore, Australia, China, and countries across ASEAN.

Mr Liew has been conferred Fellow by the Singapore Computer Society.  He currently serves as Board of Governor at the Institute of Technical Education (ITE).  He also sits on the Boards of School of Computing at Singapore Management University (SMU), Singapore University of Technology & Design (SUTD), Singapore Polytechnic and Republic Polytechnic.  In addition, he serves as Council Member on Singapore’s IT Standards Committee.

For his work with the community, Sam has been awarded the Executive of the Year – Non-profit or Government Organizations in the Singapore Business Review (SBR) Management Excellence Awards 2024.

She began her career in investment banking at HSBC and Royal Bank of Scotland in Hong Kong.

Fenny has served as a board member for Asia Medical Enviro, and currently serves on the boards of Meiban Corporation, Select Group, Mindstretcher Group and CLA Global TS Holdings.

She joined the company in 2006 and has held both Hotel based and Corporate Human Resources Leadership positions based in the UK, New Zealand, Australia, Malaysia and Singapore.

Emma studied in the UK and graduated from Farnborough College of Technology with a Higher National Diploma in Hotel and Tourism Management.

Trained in Economics, Finance and Law, he has over 20 years of experience in Enterprise Growth Strategy. He has served more than 200 private clients, led over 140 strategy engagements, 12 public listings and 26 private transactions.

Dr. Chew was formerly a Partner in PwC’s strategy practice. During his tenure, he was one of the lead consultants in the national Scale-up Programme, organised by Enterprise Singapore. The Scale-up Programme supports high-growth local companies to scale and become leaders in their fields on the global stage.
