Chin Wei Jia is the Group CEO and Executive Director of Health Management International Pte Ltd (“HMI Group”). Founded in 1998, HMI Group is a growing regional healthcare provider invested across the tertiary, ambulatory and primary health care segments. The Group serves close to 1 million lives per year with its team of over 250 practising doctors and 2,000 employees.
Ms Chin joined HMI Group in 2002 and held various senior management positions in Singapore and Malaysia over the years, including Group General Manager and CEO of Regency Specialist Hospital. In her current capacity since 2015, Ms Chin oversees and leads the strategic and operational activities of HMI Group.
The Group’s hospitals in Malaysia – Mahkota Medical Centre and Regency Specialist Hospital – are elite members of the Malaysian Healthcare Travel Council and approved by the Singapore Ministry of Health for usage of Medisave overseas for hospitalisations and day surgeries. In Singapore, the Group has invested in StarMed Specialist Centre, a one-stop ambulatory care, OneCare Medical, a GP clinic chain and Eagle Eye Centre, the largest private ophthalmology chain in Singapore. Ms Chin is committed to improving the lives of patients and the community, and spearheaded the transformation of HMI Institute of Health Sciences into a social enterprise.
HMI Group has been conferred numerous accolades over the years including the ASEAN Business Award, HealthInvestor Asia Healthcare Business of the Year and Straits Times Singapore Fastest Growing Companies.
Ms Chin is a member of the Malaysia-Singapore Business Council and Public Guardian Advisory Committee. She holds a Bachelor of Arts (summa cum laude) in Economics and International Relations from Boston University and a Masters of Arts in International Relations from Johns Hopkins University.
Dr Yeo Lay HweeDirector, EU Centre in Singapore
Dr Yeo Lay Hwee is Director of the European Union Centre in Singapore. She is also Council Secretary at the Singapore Institute of International Affairs, Adjunct Fellow at the S Rajaratnam School of International Studies, Senior Associate at the Centre for Liberal Arts and Social Sciences, Nanyang Technological University, Adjunct Faculty at the Singapore Management University and part time lecturer at the National University of Singapore.
Recently, she has been involved in the setting up of the ASEAN Chamber of Commerce in the European Union (ASEANCham-EU). She is now the Vice-Chair of ASEANCham-EU which has been registered in Brussels since May 2022.
Lay Hwee also sits on several academic Advisory Boards including Centre for European Studies at the Australian National University, Leiden Asia Centre in Leiden University: Asian Vision Institute (Cambodia) and the Student Think Tank for Europe-Asia Relations.
Her research interests revolve around comparative regionalism, multilateralism and governance networks. She has written extensively on issues pertaining to Asia-Europe relations in general, and specifically on the ASEM process and EU-ASEAN relations. She participates actively in various research networks, and contributes regularly to policy dialogues and academic workshops. Her most recent book which she co-edited with Professor Tommy Koh is on ASEAN-EU Partnership: the Untold Story.

Michael Tan is Aquarii’s Founding Partner and a member of the board of directors in Singapore and Cambodia. He has over 20 years of experience in Asia. Prior to establishing Aquarii, he was the Singapore Ambassador to Cambodia from 2016 to 2020, where he took an active role to promote trade, collaboration, crossborder business partnerships, and knowledge-sharing between the two countries. Michael has served in several overseas assignments in Myanmar, South Korea & Japan. Michael has been the key driving force in formulating the strategic direction and development of the Aquarii SG’s business, including Aquarii’s expansion into Cambodia. Michael is based in Cambodia and leads the executive management team in Aquarii BD Cambodia as its founder and CEO.
